Registration Policy

This document describes China Internet Network Information Center (“CNNIC”) Registration Policy, which defines the registration policies and eligibility requirements of the Top Level Domain “.网络”(xn—io0a7i) & “.公司(xn—55qx5d)”in General Availability Period. During this period, CNNIC will conduct Claim Service in accordance with ICANN’s mandatory trademark claims process for 90 days after the start of General Availability Period.

Registration Terms

1. Registrant Requirements

The domain name registrantmust abide to the provisions of "Chinese Internet Domain Name Management Regulations”.

The registration information should be submitted including, but not limitation to:

  • 1. The applied-for domain name;
  • 2. The host name of main and secondary domain name servers;
  • 3. If the applicant is an individual registrant, who needs to submit name, ID type, ID number, contact address, telephone, e-mail etc.;
  • 4. If the applicant is on behalf of an organization, who needs to submit organization name, the type of organizational identity, organizational identity code, mailing address, e-mail, phone numbers, etc.;
  • 5. Name of the domain admin contacts, technical contacts, domain billing contacts, and their mailing addresses, email addresses, phone numbers.

Beyond of above information, the registrant should also submit the relevant identity certificated materials.

  • In Mainland China: apart from the organization code and ID card number, any other identity information should be submitted with corresponding identity certificated materials;
  • Out of Mainland China: the identity certificated materials should be submitted in electronic forms.

2. Domain Name Label Requirements

The Domain Name Label must:

  • 1.consist of Chinese simplified or traditional characters,the letters A-Z, the numbers 0-9 and hyphens;
  • 2.not begin or end with a hyphen;
  • 3.not exceed63characters( for non-ASCII label, this criteria is applied to the length of punycode transferred from Chinese label).
  • 4.not exceed 20 Chinese characters
  • 5.contains at least one character

Domain names will be registered on a “first come-first served” basis.

Operation Terms

1. Create

  • 1.An application for domain name registration shall comply with the terms listed above.
  • 2.New registration redemption period

The five days after domain name registration counts as new registration redemption period, if the domain deleted during this periods, the registration fees will be refunded as AGP Limits Policy.

2. Renew

Active renew

If domain name owner takes initiative to do renewal, 15 days after renewal will be counted as Renewal Grace Period, during which if registration service organization deletes the domain, CNNIC will return renewal fees.

Automatic renew

  • 1.One year automatic renewal will be implemented when domain name expires, fees will be deducted from registration service organization where domain name belongs.
  • 2.Renewal confirmation period (30 days after automatic renewal): if domain name holders submit a written form of not renewal notice, domain name service organization should cancel the domain name; If domain name holder neither submit any notice nor renew, domain name registration service organization can cancel the domain name once renewal confirmation period completes.
  • 3.Automatic renewal period (45 days after automatic renewal): if registration service organization cancels domain name, CNNIC will return deducted automatic renewal fees back to its prepaid account.
  • 4.Renewal prohibition: if domain name registration information is untrue, incomplete and inaccurate, and users do not update during regulated time, CNNIC can require registrars not to provide renewal service to such users.

3. Transfer I

The domain name holder shall not apply for changing the registrar in the following circumstances:

  • 1.The domain name has been registered for less than sixty days;
  • 2.The period of registration will expire in less than fifteen days;
  • 3.The domain name has been registered with unpaid registration fees;
  • 4.The domain name holder has unidentified or is in disputed status;
  • 5.The domain name is held under proceedings of a judicial body, an arbitration institution or a domain name dispute resolution institution.

Transfer redemption period

15 days after transfer is counted as Transfer Grace Period, during which if transferor withdraws the domain, CNNIC will return the transfer fees to the prepaid account.

4. Update

Change the ownership

Any registrant that applies for changing the ownership of domain name transfer shall submit the valid and effective application form for domain name transfer and identification. Registrars shall complete auditing when receiving application materials within three working days and change the domain name holder after the qualified auditing result.

Update registration information

The registrars shall submit the changed registration information to CNNIC within three working days after receiving the changing request from the domain name holder, nevertheless the registrar shall not make changes to any client’s registration information without the consent of the domain name holder.

5. Delete

Any organization that applies for domain name cancellation shall submit the valid and effective application form for domain name cancellation and identification documents. Registrars shall audit when receiving the materials above within three working days and cancel the domain name holder after the qualified auditing result.

Dispute Solutions

When the General Availability registration open, the dispute arising from the conflict between any applicant’s domain name registration and trademark holders, must be resolved by complying with the Uniform Domain Name Dispute Resolution Policy established by ICANN (“UDRP”) or the Uniform Rapid Suspension Policy( “URS”) constituted by ICANN.

The complaints filed according to UDRP will be solved in accordance with rules of http://www.icann.org/udrp/udrp-rules-24oct99.htm, and the supplementary rules published by administrative dispute resolution service providers specified by the users; the complaints filed according to the URS policy will be solved by,http://newgtlds.icann.org/en/applicants/urs, and the supplementary rules published by URS service providers specified by ICANN .

The registrar shall not accept any application of the domain name registrant for transferring or deleting any domain name under judicial proceedings, arbitrations or dispute resolution process, except where the party to which the domain name is being transferred agrees in writing to be bound by the judgment of the people’s court, the arbitration institution or the institution resolving the domain name dispute.
